This page offers a guide on how to complete Chapter 2-04 Whereabouts of a Friend in Tower of Fantasy.
Head to the Target Location¶
After speaking with Hopkins and learning the 
Astrum’s coordinates, you’ll need to head to the Signal Station Ruins, which can be found southwest of the Black Market.
When you approach, you’ll have to fight off around half a dozen or so level 19 Clone enemies. They’re not all that tanky so you’ll be able to take them all on without any real issues.

After clearing out the enemies, you’ll need to rotate the pole near the metal barrel twice so that the laser beam is shining on the other pole near the car. Head to the newly lit up pole and rotate that so the light beam is facing the next pole - you’ll only need to rotate this pole once. And finally, rotate the last pole so the laser beam is hitting the first pole again - making a complete circuit.

Once the laser circuit is complete, head to the middle and you’ll be transported to an underground area with some more laser puzzles. Pick up the laser projector and point it at the laser contraption to turn on the elevator. Head behind the laser contraption and interact with the orb to switch on the elevator that’ll take you downstairs.
You’ll need to repeat the process again by using the laser to turn on the laser contraption then going up onto the moving platform to the left and interacting with the orb to power up the elevator to head further down.
On this next floor, you’ll need to place the laser projector on the moving platform so that it periodically hits the contraption on the other side and raises the elevator stairs to the left.

Once at the top of the stairs, you’ll find Kolador and Theo. Kolador has made some worrying decisions and Theo has become an uncontrollable winged robot-hybrid!
How to Defeat Theo¶
Kolador has turned Theo into a robot hybrid!
Theo has 3 health bars and can also give himself shield health bars as well. He uses his robotic arm/wings to hit you with electric bolts or grab at you. His grab attacks are easy to dodge and can trigger phantasia to get in those strong discharge attacks.
He isn’t actually that challenging of a fight, as his melee attacks are easy to dodge and his electric bolt range attacks don’t really do that much damage if you are caught in the crossfire.
After you’ve whittled down a health bar and a half, you’ll trigger a cutscene in which Zeke intervenes. Once you’ve watched the cutscene, speak to Franz outside to conclude Chapter 2-04 Whereabouts fo a Friend.
You only need to fight Theo for 1.5 health bars.
