Note: This’ll appear once you’ve completed the side-quest Reluctant Steward .

Approach Mogrul the loan shark and he’ll tell you that Drovas Relvi owes him some money. Mogrul states you’re now responsible for paying back the debt so you have two choices.

1). Pay him what he’s asking for.

2). Kill him and his bodyguards (along with Slitter). This will attract a bounty on your head of fourty septims.

Refusal to pay means Mogrul will continue to send thugs your way until enough of them are killed and the quest is completed.
