You can find Fresh Cookie Sandwich Bits by gathering them from Cookie Sandwich resource nodes. Cookie Sandwiches share a spawn with other large foods, so they may not always be there. Your best bet to find them is at the Picnic Table, on the plates. The Sandpit also has two spawns, one in the northeast corner, and one in the southeast. Finally, you could check the plate which sits on the deck at the Undershed.
