Location / Where to Find

Complete the quest, Avenge the Hag Survivors quest. in Act 3. I believe you need to have saved Mayrinna in Act 1 when dealing the Hag. You can find the survivors via notice board prompts as you explore the Lower City, and the house is slightly southwest from the mermaid pub.
