The Nouda Shrine is located in the Kopeeki Drifts Cave within the Tabantha Tundra. It requires some skill to actually reach by placing ice platofrms down.

Inside Kopeeki Drifts Cave. You’ll need to cross a frigid pond.

You can create frozen platforms using ice-based weapons/items.

There’s an Ice Like through the tunnel to the right that drops Ice Like Stone.

After creating one platform, you can Fuse the frozen platform to a weapon, transforming it into an ice-based weapon.
