The 
Mystery Map can be found at the 
Prairie Outpost near a brick building on the west side, across from the Culless Munitions cart. Look for a small wooden cart by some crates, and the map piece is on the bottom shelf of the cart.
This Mystery Map will trigger the 
Scraps of Mystery II quest.
