Golden Horn Tender.

Village of Flies, on the large island in the center.

On a balcony accessed by the rooftops. To get this, continue up the rooftops via the 
Spiral Rise site of Grace. When you get to the Divine Beast Warrior enemy, defeat it, and then jump over to the balcony below you to the south (next to the tower). The corpse containing the item will be against the balcony.
