Queen Palamena begins the rites of initiation but is interrupted by Passar’s surprise announcement. He knows that she was recently appointed as the Alm of Water. Palamena had meant to keep her status as the alm a secret until she could be certain that corrupt politicians like Passar would not abuse her absence and usurp the throne.
