Description
You will need to complete both 
Crisis at Hyrule Castle and 
Bring Peace to Hyrule Field before you can get this side quest. Once you do, head to 
Lookout Landing and speak to 
Scorpis in the center of the area, who will open the door to the 
Emergency Shelter. Go down there to find 
Gralens, who will offer this side quest when you choose the “big monsters” option.
