In-game Description
When you entered the 
Rebonae Bridge Well, you found 
Dillie trapped inside. He says he went down there to get something he dropped and then the ladder broke.
Now he can’t get out.

Speak to Dillie to start this short Side Quest.
Simply use 
Ultrahand to attach the broken ladder to the other part of the ladder still intact.
You will obtain a 
Purple Rupee (50).
