Accept the 
Questioning the Local Cats side-quest, then speak to the lady in front of the 
Kakariko Village Item Shop.
Head for the north-east windmill and use 
Meat, 
Grilled Fish or similar bait to lure the cat away. Afterwards, dig the suspicious patch with a 
Holmill.
