On top of a chair at the highest point of the building. To reach it:

• Grab the door key inside the watchtower to the north
• Use it to get inside a building a short distance to the south-west, and go through a teleportation anomaly
• Fight off rats and avoid anomalies as you head towards the other end of the train
• Go through the teleportation anomaly you find here, then approach the chair near the railings.
