Enter from the bunker’s eastern side and pull a lever inside the control room. This will open a larger room with a dangerous mutant inside, but after defeating it you’ll find the bag upstairs near some pallets in the corner.

Inside the backpack underneath the dock. Marked on your map after helping Vadyk fight off a Pseduogiant in the Bloodsucker Village to the south.
