This Infamous Foe, 
Tempeste Thorne can be found at Falbarton Castle and can only ve faced once you have completed The High Keep Quest.

To access this Infamous Foe you need to complete the main quest The High Keep. once done you will have access to his location.
You will need to scale the castle like you did in the High keep mission, however, you can use one of the boxes to scale over the wall and drop down onto the lower walls so you don’t die to fall damage.
