Found in a paint cage. Two of the three locks are easy to spot close by, the third is hiding behind a Black Rock that you’ll need the Pain Break skill to smash.
From the Central Plaza, head to the right-hand side and jump up on the huge painting frame. Far off in the distance, you’ll notice a grapple point that will bring you to this area.
