Boots of Brilliance are a rare armour. They can be located within an owned chest. This chest is situated in the room just north of Yurgir, specifically within the confines of the 
Gauntlet of Shar ruins.

The boots can also be found concealed within a Mimic chest at 
Grymforge, positioned at coordinates (X:-695 Y:375).
