To unlock the mission, complete the following steps:

• Talk to the Officer in LOVELESS Avenue, and agree to help him find the Wutai Spies. There are six spies in total, and you need to talk to each one of them three times.
• The first spy can be found walking up and down the street outside the theater in Loveless Avenue.
• The second spy can be found inside the Shinra Building. From the entrance, head towards the elevators, and a man should come out of it. If he doesn’t, you may have to wait a bit, or zone in and out of the area.
• For the third spy, head towards the Exhibit Room in the Shinra Building and enter it. There will be a Shinra employee in front of the rocket exhibit.
• The fourth spy can be found near the fountain in Sector 8 - Fountain. It’ll be a woman who is talking to a man.
• Now head to Sector 5 from the train station in Sector 8, and head to the market area which is where you can find the 5th spy who happens to be a Shinra Trooper.
• Finally, the 6th spy can be found in the Sector 6 - Slums - Park. From the market, take the right exit to enter the area, and then look for a kid wearing a hat.

• This can be then used in the Boiler Room (found behind where Tseng is) to close the valve. You can then gain access to a Lightning Armlet inside the hole with the steaming vent and the Dispel Materia from a chest inside the Bathhouse.

• Available during Chapter 8.
• This is the Third Wonder of Nibelheim, part of the Seven Wonders of Nibelheim quest.
• You must kill the “Wonder Bomb” on Mt. Nibel Trail during Chapter 8 by talking to each child there.
• Defeat all three special Bombs before they explode to gain the Gold Shard.
• Return to the boy in the village and give him the shard in exchance for a Safety Bit.

• Obtained and used during Chapter 9.

You can find the Dresser Key by going to the basement in the Shinra Manor and into the lab. Remember that scientist you knocked out when you escaped from the tube? Go back over to him and check his pockets to obtain the Dresser Key. It is possible to get this at the very start of the Chapter if you decided to search around everywhere before taking Cloud out of the basement, at which point, Zack will automatically use the Dresser Key.

Return to the room with the dressers to use the Dresser Key and obtain the SOLDIER Outfit for Cloud. With a change of clothes, and Cloud looking closer to the version of him you see in Final Fantasy VII, it’s time to bust out of Nibelheim so leave the Manor and make for the town, which appears to have been rebuilt.
