After clearing the 
Flying Waters dungeon, the Curator will take up residence in a cave at your camp. Talk to the Curator and pick the option [Upgrade Expedition Resources]. You can then select which Tints you want to upgrade.

Gestral Village. Flip the three switches in the kitchen and drop down the hole. You’ll find this in a corner next to the stairs.
