One of the four bosses you need to defeat to complete this area. Time for payback!
From 
Central Plaza (Flying Manor), take the staircase down to the right, then descend the rope. Look for an elevator and ride it down.
Look for a rope that takes you to a hill filled with lamps and you’ll soon find the boss.
