This is a simple quest. Speak to Lamont, the kid carrying the enormous flag who runs around the Residences area. You are challenged to a race with two potential destinations. Lamont will only tell you the finish line once the race has begun. When you know, consult the map to know where to finish. You can easily outpace Lamont as he is reallllly slow. Do be aware however, that if you run too far ahead, he will no longer follow you so just keep him within your sights and then do a last sprint burst towards the end.
The finish line is right inside the station. You will hear the victory tune when you win.
