Ramon can be found outside the Temple Ruins North Gate in a little tent. You don’t need to speak to him to collect the item he needs and you may have picked it up while exploring. To the southwest of the Grave of the Colossi lies a dead end blocked by a sandstorm. Stop it using a Pilgrim’s Crux and then approach the group of Goblots. Fight them and then pick up the Arithmometer from one of the bodies. Return to Ramon and end the quest and then Ramon will sell you Libra information on the Dunes enemies. You can now complete “Old Rivals”.
Kill these naughty Goblots to acquire the Arithmometer.
