In-game Description (Abilities)

The target makes a Willpower resistance test. If it succeeds, the target is merely blinded until the start of the psyker’s next turn.

If the target fails the test, they become blinded and suffer an additional -(5 x psy rating) penalty to all characteristics reduced by blindness and must make a Willpower resistance test at the end of each turn. The first success makes them just blinded, and second success removes the blinded effect.
